Reverend Phillip T. Deal is a native of the Eastern Shore of Maryland. Pastor Phill received his call to the ministry at 12 years of age while attending St. Michael Church Of God In Christ, in Princess Anne, Maryland under the guidance of his parents, Pastor Ronald Deal and Evangelist Constance Deal, who trained him both naturally and spiritually. 

Reverend Deal received his Bachelor of Arts degree in Communications from Morgan State University in Baltimore, MD and received his Master of Divinity degree from Howard University School of Divinity, Washington, DC. As an undergraduate and graduate student, he was a radio personality and Associate Producer of Heaven WPGC 1580 and WEAA 88.9. Reverend Deal is currently pursuing his doctorate degree at United Theology Seminary.

Pastor Deal is the PROUD pastor of Beulah Baptist Church. In July of 2023 he celebrated his 10th year as the fifth pastor of Beulah Baptist Church in Steelton, Pennsylvania. Beulah is a multi-generational church in Steelton that strives to live out their mission – “We are the Church: Caring Connecting, Cultivating and Changing Lives WITH a Spirit of Excellence”.

Within the first year over 100 persons gave their lives to Christ or reconnected with the body of Christ, and in his 10 years that number has grown to 338 persons!

Within five years, an additional worship service was added and Leadership in Training classes were established. Facility enhancements including nursery room, renovation of restrooms, numerous ministries, and outreach opportunities were also established. Most notable under Pastor Phill’s leadership is souls have been saved, lives have changed, and an atmosphere for all generations to connect, grow and fellowship has been felt throughout the Congregation.

Pastor Phill’s article entitled “Next L.E.V.E.L. Leader” was published by the Urban Connection magazine and he was also selected by state representative Patty Kim as one of the 50 extraordinary “Men that Exemplify Black Excellence”. Currently, Pastor Phill serves on the Human Services Block Grant Planning and Advisory Board and Children and Youth Advisory Board of Dauphin County.

He is a charismatic leader, a visionary and forward thinker. His desire is that everything God has placed within him is utilized for the edification of the body of Christ and brings honor to God.
